National Computing Power Network (Guiyang) Hub Launches New Municipal Innovation with 'Super Interconnection'

Recently, after review by the National Development and Reform Commission, the "Guiyang Guian Hyper-Interconnected New Computing Power Infrastructure Project," jointly initiated by Guizhou Guian Industrial Investment Co., Ltd. (hereinafter referred to as "Guian Investment") and Beijing Century Internet Technology Co., Ltd. (hereinafter referred to as "Internet Technology"), a subsidiary of Century Internet Group, with a total investment exceeding 3 billion yuan, has been officially included in the list of national fourth-batch policy-based financial instrument support projects. On October 12, the Agricultural Development Bank of China completed the disbursement of the first 300 million yuan of policy-based financial instruments (funds), which will be used to support the construction of the "hyper-interconnected" urban computing power project at the Guizhou node of "East Data, West Calculation."

While promoting the construction of ultra-large-scale green IDC projects at eight major hub nodes in the national "East Data, West Calculation" project, the project is also laying out the next generation of digital infrastructure for the future. It is launching urban computing power infrastructure similar to municipal infrastructure such as water, electricity, and transportation networks in cities across the country. This can stimulate economic growth through increased direct investment and support the development of the digital economy, optimizing and improving the overall structure of the national economy.

The Guiyang Hyper-Interconnected Urban Computing Power innovation has achieved three major original leading positions nationwide:

First, it pioneered the "chain-network integration" technical system: Through innovation in underlying network protocols and the integration of blockchain into the underlying network, based on the decentralized 3A (Authentication, Authorization, Accounting) technology mechanism, it has achieved a major breakthrough in the world's first blockchain-native physical network, supporting the construction of new urban computing power infrastructure under the "sharing economy 2.0" model and supporting the deployment of ultra-large-scale and secure and reliable digital renminbi applications;

Second, it pioneered the "secondary data" operation paradigm: Based on the operation of primary data on internet platforms, it innovatively proposes the "secondary data" theory. Through the hyper-interconnected urban computing power platform, the rights, circulation, and trading of secondary data are realized, transforming it into quantifiable digital assets. Further, through financial innovation, its inherent value is released, fundamentally achieving a leapfrog development in the resource-ization, asset-ization, and capitalization of data;

Third, it pioneered the "secondary development" market model: Based on the new hyper-interconnected urban computing power infrastructure (primary development), it further realizes ultra-large-capacity and ultra-high-speed interconnection between IDC nodes and cloud computing nodes, enabling consumer users and institutional clients to integrate into the hyper-interconnected urban computing power platform through "second connection," realizing the "secondary development" market model of digital new municipal infrastructure, greatly promoting the low-cost and "native security" large-scale deployment and promotion of various cloud-native architecture businesses.

In July this year, Hu Zhongxiong, member of the Standing Committee of the Guizhou Provincial Committee, secretary of the Guiyang Municipal Committee, and secretary of the Guian New District Working Committee, led a team to visit Century Internet and emphasized the need to "deeply study and implement the important speeches of General Secretary Xi Jinping during his inspection of Guizhou, firmly grasp the major opportunities of the No. 2 document of the new national development plan, seize the new opportunities for the development of the digital economy, and jointly promote more extensive, deeper, and more efficient pragmatic cooperation." He pointed out that "the cooperation on the hyper-interconnected urban computing power infrastructure project is in line with the national digital economy development strategy and is highly consistent with Guizhou Province's big data strategic actions and Guiyang Guian's digital revitalization strategy, and is of great significance."

Hyper-interconnection is essentially a new generation of network information space infrastructure that transcends the internet and moves towards the metaverse. Based on the concept of "everything is computing," it relies on the construction of "city as a computer" digital new municipal infrastructure and focuses on the new security concept of "trustworthy connection, trustworthy computing, and trustworthy storage" for digital infrastructure, primarily serving the real economy and oriented towards the construction of a digital China centered on industrial internet.
