At the meeting, Zhang Zhihua, deputy director of the High-Technology Department of the NDRC, pointed out that China's information infrastructure is accelerating its upgrade. In terms of computing power facilities, the scale of data centers has reached 590 0,000 standard racks, and the nationwide integrated big data center system is accelerating its construction, with eight national computing power hubs starting construction. In more than half a year, the "East Digital, West Calculation" project has begun to show results.

On the one hand, major projects are accelerating construction. 8 The local governments where the eight national computing power hubs are located attach great importance to this, establishing mechanisms for coordinating and promoting work, issuing construction plans for the hubs, specifying work goals, main tasks, and time nodes, and focusing on promoting the construction of the hub's starting areas. Currently, the construction plans for the eight national computing power hubs have all entered the stage of in-depth implementation, with more than 60 new data center projects starting construction in the starting areas, and the scale of newly built data centers exceeding 110 0,000 standard racks. The total investment in the projects exceeds 400 billion yuan, and the agglomeration effect of computing power is initially showing. In particular, the proportion of data centers in the western region is steadily increasing, and the national computing power structure is gradually being optimized.

On the other hand, factor support has been significantly enhanced. In accordance with a series of important decisions and deployments on expanding effective investment, the National Development and Reform Commission, together with relevant parties, has made full use of central budgetary investment, policy-based financial tools, and local government special bonds to support the construction of national computing power hubs and data center clusters. At the same time, it encourages and supports local governments in introducing supporting policies in terms of electricity, networks, water, and energy use, and especially in boldly exploring and innovating methods in the use of green energy to ensure the smooth construction of national computing power hubs.

Next, the National Development and Reform Commission will, together with relevant departments, comprehensively promote the "East Digital, West Calculation" project, focusing on strengthening four types of coordination.

First, strengthen the coordination between major engineering projects and supporting policies. Further strengthen the simultaneous implementation of data center construction projects and supporting policies on network use, land use, energy use, and water use, and promote the early completion and application of major engineering projects.

Second, strengthen the coordination between various policy tools. Make comprehensive and effective use of central budgetary investment, various financial tools, and single-item energy consumption policies to support the early role of national computing power hubs and national data center clusters.

Third, strengthen the coordination between national computing power hubs and the national integrated computing power network system. Based on the already deployed national computing power hubs, comprehensively promote the integrated construction of computing power supply stations, network test lines, computing power scheduling networks, data element fields, and security protection shields to build a nationwide, multi-level interconnected computing power network system.

Fourth, strengthen the coordination between data center construction and computing power industry development. Led by national computing power hubs and data center clusters, based on the large-scale aggregation of computing power and rich scenario applications, promote the coordinated development of upstream and downstream industries, and jointly create a computing industry ecosystem.
