8 Month 26 Day, Shanghai Municipal Development and Reform Commission, Economic and Information Commission, Science and Technology Commission, Urban Planning and Land Resources Bureau, Housing and Urban-Rural Development Commission, Transportation Commission, Emergency Management Bureau, Market Supervision Bureau, Greening and Urban Management Bureau, Lingang Area Administrative Committee 10 jointly issued the "Several Policies on Supporting the High-Quality Development of the Hydrogen Energy Industry in the Lingang New Area of the China (Shanghai) Pilot Free Trade Zone".

Take the lead in carrying out demonstration applications in data centers. Optimize the evaluation standards of the city's data center construction guidelines, strengthen the innovative application of new hydrogen energy technologies in green data centers, promote hydrogen fuel cells as an important supplement to data center backup power supplies, and support the Lingang New Area in taking the lead in building a demonstration project for green hydrogen energy data centers in China.
Support research on innovative hydrogen production and refueling models. Accelerate the construction of large-capacity 70MPa hydrogen refueling stations, explore the construction of the city's first integrated hydrogen production, storage, and refueling station, explore the construction of hydrogen production and refueling mother stations in non-chemical industrial parks, explore demonstration projects such as valley electricity hydrogen production, explore the formulation of relevant technical standards and management regulations, and provide policy breakthroughs and pilot projects for city-wide promotion and application.
Explore the construction of a hydrogen trading platform. Support leading domestic hydrogen energy companies and carbon trading professional platform institutions to jointly establish a unified and efficient hydrogen energy trading platform in the Lingang New Area.
Strengthen the construction of hydrogen energy talent teams. Make full use of the talent policies of the Lingang New Area, rely on projects to accelerate the introduction of domestic and foreign high-end hydrogen energy talents and innovation teams, and cultivate a group of high-skilled talents in hydrogen production, storage, transportation, refueling, inspection, testing, and safety supervision.
